PARLIAMENT PASSES GHANA SCHOLARSHIP AUTHORITY BILL
Parliament of Ghana has passed the Ghana Scholarship Authority Bill, setting in motion a major overhaul of the country’s scholarship administration framework.
The legislation creates a new body — the Ghana Scholarship Authority — mandated to enforce stricter oversight, improve transparency, and modernise how scholarships are awarded and monitored nationwide.
The bill was moved for its third reading by Education Minister Hon. Haruna Iddrisu, after which the House endorsed it through a unanimous popular vote.
Speaker Alban Bagbin formally declared its passage, noting:
“Honourable Members, the Ghana Scholarship Authority Bill 2025 is duly read for the third time and passed.”
The legislation had earlier faced a temporary halt, following pressure from the Citizens’ Coalition, a consortium of civil society organisations and prominent advocates.
They argued that the initial attempt to fast-track the bill under a certificate of urgency risked shutting out meaningful public participation.
The Education Minister later explained that the Presidency instructed a pause so that broader consultations could be conducted.
